Sri Lanka Evaluation

EPI and the U.S. Institute of Peace (USIP) are working to inform programming and measure progress on community-defined measures of reconciliation for the USAID-funded SCORE (Social Cohesion and Reconciliation) program in Sri Lanka.

 

This evaluation has three components:

Informing Program and Evaluation Design: The EPI methodology serves first as a diagnostic tool to help guide programming at the local level. EPI data highlights important priorities for reconciliation and social cohesion in each community. EPI’s indicator collection provides reliable information about entry points and opportunities that can guide project designs for SCORE.
 

Informing Progress on SCORE Initiatives: EPI indicators are developed into a household survey administered in each community at the outset of the project, midway through the 5-year implementation, and at the program’s end.
 

Enhancing Learning: EPI and USIP will work with USAID partners to understand where and how the EPI methodology can most effectively contribute to program development and evaluation.
 

Research design
 

This evaluation uses a matched-case research design to compare change in community-defined indicators of reconciliation in places where SCORE programming is active compared to places that do not receive SCORE programming. EPI identified ten clusters of three matched communities. Each cluster included communities with similar geographic, demographic, and socio-economic profiles. Out of each cluster of three communities, EPI randomly assigned two to receive SCORE programming.

 

With longitudinal survey data from both communities where SCORE is active as well as in comparison communities, EPI is able to provide an assessment of reconciliation outcomes that can reasonably be attributed to the SCORE activity. The survey data will be complemented with interviews to help explain the results.
