This special issue explores why international donors and organizations struggle to implement localization in conflict-affected areas, despite widespread recognition of its importance. While past research has largely critiqued international approaches, this issue examines the deeper barriers to delivering aid directly to local civil society and communities. The authors argue that the key question is not whether to localize aid, but how to do so effectively in complex, context-specific environments.
